Effective Monitoring and Evaluation For Public-Funded Programs Training Course

INTRODUCTION

The Monitoring and Evaluation (M&E) for Public-Funded Programs Training Course is designed to provide public sector professionals, program managers, and development practitioners with the essential tools and methodologies for effectively monitoring and evaluating programs funded by public resources. Given the critical role of public funds in driving social, economic, and infrastructural development, it is vital to ensure that these funds are used efficiently, transparently, and in alignment with intended outcomes.

This course focuses on building robust M&E systems that track program progress, assess impact, and ensure accountability to stakeholders, including government agencies, funders, and the public. Participants will gain practical skills in designing M&E frameworks, setting performance indicators, and conducting both qualitative and quantitative evaluations to measure the success of public-funded programs.

TARGET AUDIENCE

This training is intended for Project Management Officials, government officials, department heads and program managers; policy makers and program implementers; development practitioners and activists and NGO and CSO members, University Researchers among others

DURATION

10 days.

OBJECTIVES

  • Understand the Role of M&E in Public Sector Programs
Gain a comprehensive understanding of how Monitoring and Evaluation contribute to the success of public-funded programs, ensuring accountability, transparency, and performance improvement.
  • Design Effective M&E Frameworks
Develop comprehensive M&E frameworks tailored to public-funded projects, with a focus on setting clear objectives, performance indicators, and evaluation criteria.
  • Track Progress and Performance Indicators
Learn how to establish and monitor key performance indicators (KPIs) to measure the progress and effectiveness of public-funded programs.
  • Conduct Quantitative and Qualitative Evaluations
Gain skills in applying both quantitative and qualitative data collection and analysis techniques to evaluate program outcomes and impact.
  • Ensure Accountability and Transparency in Public Spending
Use M&E tools to monitor the use of public funds, ensuring that resources are allocated efficiently and effectively, and in compliance with financial regulations.
  • Assess Program Impact and Sustainability
Evaluate the short-term and long-term impacts of public-funded programs on target beneficiaries and ensure that programs are sustainable beyond the funding period.
  • Use M&E Data for Policy and Decision-Making
Leverage M&E findings to inform policy development, improve program design, and enhance resource allocation, ensuring better service delivery and outcomes.
  • Build Capacity for Continuous Learning and Improvement
Foster a culture of continuous improvement by using M&E insights to make informed adjustments to ongoing programs and to design better future initiatives.
  • Develop Clear and Comprehensive M&E Reports
Prepare and present M&E reports that effectively communicate program performance, challenges, and recommendations to government officials, funders, and the public.
  • Adapt M&E Practices to Public Sector Challenges
Tailor M&E practices to address the specific challenges faced by public-funded programs, such as political influence, resource limitations, and stakeholder diversity.
